The opposition Uganda peoples’ congress UPC leaders are demanding that the city authority KCCA puts stringent rules/terms for all owners of existing buildings, and those intending to build in the city to help reduce on the number of buildings collapsing and killing dwellers.

Addressing a press conference at Uganda house on Wednesday, Michael Osinde Orachi, the party Spokesperson said all urban development should always precede under a master plan as has always been the case since colonial times.

“No country/city/town can develop without efficient infrastructure like housing, good drainage systems, organized public transport systems and efficient communication network,” Orachi says.

He adds; “The Uganda peoples’ congress notes with concern the deplorable standards set by the authorities on building and drainage for public use, most particularly the recent collapse of commercial building near Makarere University and the continuous flooding of road networks after heavy down pour.”

The party proposes that City/Municipal Authorities should set standards for buildings in their respective jurisdictions and should be well supervised ensuring safety for the workers and occupants, Government should ensure that proper drainage systems are constructed to absorb all water and sewage alike, and Government should equip National Environment Authority (NEMA) with the capacity of enforcing its mandate and ensuring that wetlands are not encroached upon.
