The operations of Immigration and aviation police have come into question after Uganda police force instituted an investigation into circumstances under which the staffs could have facilitated the entry into Uganda, of an American National who was arrested with uniforms, weapons and ammunition belonging to the United States Army.
The suspect is 57-year-old Paul Mathias Rogers. He was arrested over the weekend from his home in Bwebajja, along Entebbe road following a tip-off from his estranged wife Lillian Kaitesi.
Police carried out a search, uncovering a number of US Army uniforms, guns, ammunition, and pepper spray among other military stores. The suspect then taken to Nalufenya Police facility for interrogation on charges of weapons trafficking, terrorism and illegal possession weapons.
Now, according to police spokesperson Emilian Kayima, preliminary investigations reveal that the weapons and other military equipment despite not being cleared to enter the country, passed through Entebbe International Airport.
Kayima told the media during the weekly police press briefing that whoever in immigration and Aviation Police was supposed to detect these weapons but didn't or allowed them to pass will have to answer.
“For every document, every property cleared, there’s a well laid procedure. Whoever cleared and did not follow the procedure will have to answer questions” Kayima said.
Trouble started when a video recording surfaced of a one Lillian Kaitesi accusing Rogers of torture. Kaitesi added that police has been concealing information about him. She also revealed that he had very many weapons at home.
However, while investigations into the illegal possession of military equipment are ongoing, police detectives have concluded the case file of alleged torture and mistreatment of the wife. The file which is based on a complaint filed early last week has been sent to the Resident State Attorney Entebbe for sanctioning.
