Godfrey Ninsiima, the Luweero District Police Commander identifies the suspect as Major Hamiisi Sserugo, who is attached to Bombo army headquarters.
 
Ninsiima claims that Sserugo fled into hiding after he was found red-handed cultivating his one acre marijuana garden at Ndaleke village in Zirobwe Sub County.

He explains that they received information that Serugo has employed several youths to help him grow Marijuana in Ndaleke village.

Ninsiima says they stormed the village to apprehend the major but he fled into hiding. He says they launched a manhunt for the suspect but he is still at large. Ninsiima says they have liaised with the administration at Bombo army headquarters to bring the errant major to book.

He says that during the operation they arrested six civilians who own marijuana plantations on the same village. Ninsiima identifies the suspects as Godfrey Zziwa, Steven Kafeero, Fred Masaaba, Paul Ssegawa, Lawrence Kizito and Baligeya Makumbi.

He says people who consum the banned substance are behind several crimes in the district such as theft and burglary, raping of women among many others.

He says the suspects face charges of trading in a banned substance. Early this year, gunfire rocked Namalimba village in Kikyusa Sub County in Luweero during an operation by police to arrest Athanansi Muteweta, a Tanzanian national who was accused of dealing in marijuana.

Armed policemen led by Ninsiima, raided the village to arrest Muteweta who had been on the police wanted list for some time.

 
However, on learning of his impending arrest, Muteweta who had reportedly gone to check on his marijuana plantation near Sezibwa swamp tried to swim across the swamp to Kayunga district.

As a result, Police opened fire to scare Muteweta from escaping forcing residents to flee for their lives. Police apprehended the suspect who was believed to be the chief supplier of Marijuana in Kayunga, Mukono, Entebbe and parts of Kampala.
