All town clerks and senior Assistant Secretaries at Wakiso district have been sent on forced leave by the Chief Administrative Officer, Luke Lokuda.

According to a circular addressed to the civil servants, Lokuda indicates that most of them have taken several years without going on annual leave, which he says is a disciplinary issue.

The CAO says, accounting officers will be away for 36 working days with immediate effect until they recover all funds. He advises the town clerks and senior Assistant Secretaries to use their leave time to recover Youth Livelihood Program (YLP) funds in their respective town councils and Sub Counties.  
 
Records indicate that Wakiso district was among the first beneficiaries of the Youth Livelihood Program (YLP) and received Shillings 1.5 billion in subsequent the 2013/14 and 2014/15 Financial Years, which was allocated to 152 youth groups.
 
But, statistics from the district show that only Shillings 110 million has been recovered since 2015. Lokuda partly blames the poor recovery rates on accounting officers, saying they have failed in their duties.
