Ugandans who ride on boda bodas/bicycles while wearing hooded jackets risk being arrested by Uganda police on orders of the President.

The development follows a police communication to put into effect president Yoweri Musevenis directive that persons riding motorcycles/bicycles and driving motor vehicles should henceforth not wear hoods.

The president made his stand while speaking to members of parliament in the wake of the assassination of former Arua Municipality MP, Col. Ibrahim Abiriga. The president further directed that no Ugandans should drive while putting on anything that can conceal/obscure facial disposition.

In a letter addressed to the commander Kampala Metropolitan police, all RPCs, DPCs and Units plus all other heads of police, AIGP Assuman Mugenyi, the police head of operations says all officers should arrest anyone with a hooded jacket on a motorcycle, bicycle or any other motor vehicle.

You are therefore directed to enforce H.E directive by arresting/apprehending defaulters thereof. You are also expected to enhance community policing initiatives to that effect in your respective areas of operation part of the letter reads.

In his communication to parliament, Mr. Museveni argued that wrong elements that go around shooting his cadres and other Ugandans hide behind hoodies. The president even carried a jacket to demonstrate how these wrong elements look.

Besides using hooded jackets on a motorcycle to prevent strong winds, most Ugandans have also been using them during rains to keep warm. It remains unclear if members of the public will heed to this directive.
