Angry Lukwago wants Useless Kampala Ministry Abolished

Kampala Capital City Authority (KCCA) should be restructured and the Kampala Ministry abolished since it is wastage of tax payers’ money, the Kampala Lord Mayor, Erias Lukwago has recommended.

Kampala Capital City Authority (KCCA) should be restructured and the Kampala Ministry abolished since it is wastage of tax payers’ money, the Kampala Lord Mayor, Erias Lukwago has recommended. 

An evidently angry Lukwago told journalists at City Hall this morning that the Kampala Ministry and her minister are redundant with no clear mandate and was established only to waste tax payers' money by eclipsing the office of the Lord Mayor. 

"The minister has no strategic plan, staff structure, accounting officer yet she receives a huge budget allocation, currently standing at 9.6 billion Shillings," Lukwago revealed. 

With government currently restructuring and merging agencies, Lukwago says the Kampala should instead be placed under Local Government Ministry like other districts.

“Actually KCCA should now be under the ministry of local government or in their wisdom they can put it under any other ministry. As a standalone ministry is not necessary, it should be restructured as a local government so we do away with redundant ministries like that of Kampala” he added. 

 According to Lukwago, KCCA should be restructured by changing the title of Executive Director to Town Clerk as the Executive Director ( only one in the world) Jenifer Musisi usually finds trouble in explaining her title in international conferences. 

“How can a district have an executive director? Districts have CAOs, Town Clerks, and actually she does a lot of explanation everywhere she appears, the ask ED of the city? What is the role of ED? Until she explains that I am equivalent of the Town Clerk. So why are we shying away from calling a certain person a Town Clerk? It gave my sister Jennifer Musisi that exaggerated sense of self importance” Lukwago said.

Currently, KCCA has 10 directorates staffed with directors and deputy directors, who Lukwago believes are useless and should be reduced to five.  He also reveals that each director is paid 22 million Shillings, while deputy directors are paid 18 million Shillings.  

Lukwago has been battling the Executive Director Jennifer Musisi and Kampala Minister Betty Kamya for some time now claiming the ladies are behind his delayed salaries.
